Whats the difference between a svga cable and a vga cable?

None.

Originally these terms referred to different resolutions - VGA is 640x480 and SVGA is 800x600. However absolutely nobody uses such low resolutions any more, and the term "VGA" has come to refer to all computer analog RGB video. (It's actually RGBHV, but never mind.) There is no difference in the cabling - nobody ever built a cable that was so marginal that it would work at the one but not at the other.

In fact a cable sold as "VGA" will usually work all the way up to things like WUXGA (1920x1200) and beyond. Sometimes you do need to buy a better quality cable for such resolutions, but the cable still won't be labeled "WUXGA", it will just be labeled "VGA" or maybe "video" or "HD15" (for the connector).
